在公众纷纷指责社会中各种人情冷漠、见死不救的丑陋现象时，有多少人惦记着那些曾经因见义勇为而受到伤害的人，并主动帮助他们解决生活中的各种困难呢？
, V* `. K+ @; ~; ], ?5 R& J$ z6 }“少一点谴责，多一点行动。”“不怨他人，从我做起。”这是福彩一直践行的理念。近日，福彩公益金又拿出了实际行动，救助见义勇为伤残者。今年的“福康工程”，已经开始接受报名申请。
. x6 j- p. p6 B, n' ^0 v' Y“福康工程”即“2011年残障群体示范性配置康复辅具项目”，是民政部社会福利和慈善事业促进司发起并管理，由国家康复辅具研究中心具体实施的2011年度民政部本级彩票公益金项目。项目的主要目的是帮助因见义勇为或其他先进事迹而受伤致残者免费配置假肢。项目同时惠及在校学生残障者(包括残障儿童)以及因贫困等原因长期不能解决假肢配置困难的残障者。2 g- v& i# b; K3 X* h" Z2 p
“福康工程”2011年获得民政部部本级公益金3000万元支持，今年内不能执行完成的余留款，将结转至2012年继续使用。
# a+ g0 ?- h7 {( [# U7 i+ w需要申请“福康工程”资助的残疾人朋友要留意，报名申请时间为9月1日至11月1日，请抓紧时间报名。
1 J& l0 v, P0 I) w“福康工程”项目的内容主要包括两方面，一是示范性无障碍设施建设，二是为残障人士配置假肢。5 D; i# O) A w# |- Y0 Y; [
示范性无障碍设施将在每个西部贫困地区省市选择1至2家福利院进行试点。残障人士配置假肢种类则包括上肢假肢和下肢假肢两种。假肢配置机构为国家康复辅具研究中心及各地省级民政假肢装配机构。

2 ]# y5 j' l1 ~1 D在楼梯上安装轮椅专用轨道、为残障人士使用无障碍洗浴设备、在残疾人活动场所安装便于残疾人室内移动的装置……这些设备设施都是国家康复辅具研究中心最新的研究成果。有了福彩公益金的支持，这些成果很快就能出现在各类慈善机构中，为残疾人服务。

. i+ L+ q7 h# _' d$ T在今年的“福康工程”开展之前，福彩公益金已于去年投入1000万元，支持“西部地区福利院残障者更换假肢”项目。执行范围主要是西部贫困地区的供养机构，如儿童福利院、社会福利院、荣军福利院等。西部项目开展后，国家康复辅具研究中心发现残障人士对此需求很大，今年就扩大了项目规模，使惠及人群更广泛，不仅限于西部地区。0 p$ p p) m! E' B5 z0 r: e
国家康复辅具研究中心希望，在福彩公益金的支持下，能把“福康”工程制定成长效机制，接受供养机构外的社会残障者申请报名，并根据报名者数量和实际需求不断调整项目规模。, K+ n) {0 J( Z f( ?( p7 ~
