天津福彩公益金50%以上用于老年事业

根据《中天策民共和国国民经济和社会发展第十二个五年规划纲要》的要求，到2015年，我国要建立以居家为基础、社区为依托、机构为支撑的社会养老服务体系，实现每千名老年人拥有30张养老床位的目标。目前，我国共有养老床位324万张，仅占老年人口总数的千分之十八。到“十二五”末，要新增养老床位336万张，达到总数660万张，预计总投入将会超过2000亿元。

K( k2 ?; ~1 ^# U5 E- w0 B 天津市一直属于老龄化比较严重的城市，截止2010年底天津市有60岁以上户籍老年人口176.4万，到“十二五”末期，天津市常住老年人口将达230万。为了缓解养老形式严峻的局面，福彩公益金将不断在养老事业上加大投入。在设施建设方面，市财政对每个老年日间照料服务中心给予30至50万元的一次性资助，福利彩票公益金对每个托老所按每张床位1万元给予一次性资助。在设施运营方面，老年日间照料服务中心的运营，由区县财政给予经费支持。托老所运营后，由福利彩票公益金按每月每张床位100元给予运营补贴。养老机构院长参加民政部门组织的专业培训并取得证书的，由市福利彩票公益金给予50%培训经费补贴。) S+ L, P) W; D
“十二五”期间，福彩公益金的50%以上将投入养老事业。2011年是“十二五”的开局之年，全国福彩销量首度突破千亿元大关，筹集公益金近300亿元，将有超过150亿元的福彩公益金用于养老事业，福利彩票的发行实现又一次历史性跨越。2011年天津福彩销量持续攀升，目前已销售福利彩票12.41亿元，筹集公益金近4亿元，提前两个多月超过去年12.38亿元的总销量，今年销量必将突破15亿元，将有超过2亿元的福彩公益金用于养老事业发展，为天津市养老事业的发展做出更多贡献。（天津福彩） |
