4月12日一早，彩民曹先生怀着忐忑的心情从西双版纳赶到了云南省体育彩票管理中心。他拿出了一张皱巴巴的“排列5”彩票，要求兑奖，奖金30万，当省体彩工作人员拿到这张中奖彩票的时候，感到非常吃惊。6 b: N' t% q: a
[b]曹先生的这张彩票，票面四周都已经严重破损，一看就知道是经过水洗搓揉过的。[/b]并且，兑奖所需要验证的序列号其中两位也显得有些模糊。能不能兑奖还要进一步进行甄别和验证。
8 I6 t, I: u, o( o) D& M 曹先生听到体彩中心的回复，心里有些着急。这注号码，他断断续续地追了一年的时间，一直没有中奖，所以也没在意，购买之后就随手装在了衣服口袋里。洗衣服的时候忘了拿出来，彩票遭到了严重的损坏。如果真的不能兑奖，这对他来说非常遗憾。
8 @6 ^- X% t9 u1 J4 d1 d4 S 为了最大程度地保护彩民的利益，云南省体育彩票管理中心在对这张彩票进行了反复验证之后，最终确定曹先生的确是中奖者，并将彩金30万全额兑付给他。云南省体育彩票管理中心技术部副主任苏珊说：“[b]这张彩票是属于《彩票管理条例实施细则》里第42条规定，售出的彩票只要是有破损或玷污、无法识别的彩票，我们是可以不予兑奖的。[/b]我们中心站在为彩民服务的立场上，通过我们多方面的沟通协调，并[b]经过多方的识别以及技术上的研究，把这两个模糊的序列号码找出来了，然后才把30万奖金全额兑付给彩民。”[/b]: q- R" c2 D# W* L
虽然最终领到了奖金，但这次的经历也让曹先生由衷地感叹，购买的彩票一定还要好好保管。如果中了奖却由于彩票残缺而不能兑奖，岂不是让人白高兴一场吗？曹先生也表示，自己以后一定会保管好彩票，同时，也希望其他彩民能够借鉴他的经历，好好保管彩票，以免和大奖擦肩而过。 |
