宁夏惊现"福彩信息中心VIP会员卡"彩票骗局

近段时间，关于彩票诈骗的报道屡见报端，花样繁多的彩票诈骗案也在各地相继出现。近日，宁夏福彩中心接到银川市、吴忠市等地彩民电话，称他们在大街上或其他公共场所捡到一张“北京福彩3D信息中心VIP会员卡”，卡片上宣称可预知未来6期3D中奖号码，不知道真假特意打电话咨询。0 S( r* y/ t. @7 l9 n
为弄清楚事件始末，宁夏福彩中心工作人员专门找到了这种号称可以预知中奖号码的“VIP会员卡”。只见卡片正面印有“北京福彩3D信息中心会员内部资料使用证”的字样，反面印有最近6期福彩3D游戏的开奖号码，下方还印有一行小字：内部提供、真实有效、中奖率100%，会员卡统一售价3800元。同时附带一张缴纳会员费的“专用发票”，落款公章显示为“天朝福彩3D信息中心”。8 f+ f- w( p9 ?1 B/ w) L# I" K
无独有偶的是11月22日《新消息报》也曾刊登过银川某市民捡到“VIP会员卡”的事件。这两起捡到所谓的“VIP会员卡”事件均是近年来出现的彩票诈骗的一种，目前全国各地均已出现多起类似骗局。据此，宁夏福彩中心提醒我区广大福彩彩民，所谓的“北京福彩3D会员中心”根本不存在。彩票福彩3D游戏的开奖是在公开透明的情况下进行的，有相关公证部门的监督，根本无法提前预知中奖号码。因此这是骗子“故弄玄虚”企图通过会员注册骗取会员费的一种骗术。
4 B6 L% b% R l! d( ~ 近年来彩票诈骗愈演愈烈，骗子们不断变换把戏欺骗广大彩民。从“短信中奖”，到“网站预测中心”，骗子的欺诈手段越来越具隐秘性，其特点是紧密贴合彩民急切中奖的心理。因此，宁夏福彩中心再次提醒广大彩民，端正购彩态度，坚持理性购彩，树立自我保护意识。一旦发现此类收费预测的会员卡和网站，应第一时间与有关部门联系确认，以避免上当受骗。万一被骗，也应及时报案，在尽力挽回财产损失的同时提醒其他彩民不要上当受骗。（宁夏福彩中心 小柯）
