公安部：世界杯期间将严打赌球2010年06月14日05:59新京报孔璞我要评论(107) 字号：T|T 今年全国侦破网络DB案件2720起，查扣赌资7亿视频：世界杯期间公安部将严厉打击赌球活动本报讯 （记者孔璞）昨天下午，公安部通报整治网络DB违法犯罪活动专项行动的进展情况，并表示在世界杯期间，公安机关将对赌球活动采取最严厉的打击措施，继续保持高压严打态势。公安部网络安全保卫局副局长顾坚介绍：截至6月12日，各地公安机关已侦破网络DB刑事案件740余起，刑拘、批捕累计3600余人；查处相关治安案件1980余起，治安处罚4100余人，查扣、冻结赌资7亿余元人民币。公安机关将继续保持高压严打态势，在世界杯期间严厉打击利用世界杯组织赌球活动。截至12日，公安机关已抓获马来西亚、菲律宾、台港澳等境外DB团伙派驻境内人员180余名，打掉了28个境外DB团伙在境内的上层组织。■ 分析网络DB形成利益链条网络DB活动已形成了由网站开发、网站出租、组织DB、投放广告、发展会员、资金流转等各个环节构成的利益链条。DB网站主要从事“组织DB”这一环节，其他环节都有着专业人员或者公司负责打理。公安部网络安全保卫局案件侦查处处长许剑卓介绍说，个人开设DB网站十分容易，从而加剧了网络DB的泛滥。“以资金转移为例，DB网站为逃避银行监管往往选择监管不严格的第三方支付平台，这些支付平台有许多在明知非法的情况下，仍积极为DB网站转移资金。我们在打击活动中很难取得有效证据来证明第三方支付平台‘明知故犯’。”许剑卓说。公安机关将严厉打击网络DB活动相关利益链条。一是为DB网站提供推广服务的搜索引擎、赔率网站、广告链接网站；二是为DB网站提供网站代码、为参赌人员提供投注软件的开发商；三是为DB活动流转资金的第三方支付平台。■ 措施网络DB定罪标准将出台许剑卓说，根据相关司法解释规定，以营利为目的，在计算机网络上建立DB网站，或者为DB网站担任代理，接受投注的，属于“开设DC”。目前关于网络DB的定罪量刑标准主要基于2006年刑法修正案(六)：开设DC的，处三年以下徒刑；情节严重的，处三年以上十年以下有期徒刑，并处罚金。许剑卓说，由于网络DB呈现利益和经营链条化特点，各个环节如何适用这一规定不够明确。近期最高法、最高检和公安部将联合出台相关指导意见，对为DB活动提供技术支持、程序开发、网站出租、投放广告、资金流转等利益链条明确相应的定罪量刑标准。本报记者 孔璞 |
