全国人大代表陈飞6日在接受记者采访时表示，为解决环保资金缺乏的问题，可以考虑发行“环保彩票”的办法。
8 i* n5 R: {. ?“目前我国在环保资金来源上，还缺乏有效的财政制度保障。”陈飞对记者说，我国还没有建立起有利于财政投资稳定增长的政策法规体系，同时也缺乏系统的环境保护税收筹资政策。1 V1 c3 K# c& G
他解释说，我国现行税制中大部分税种的税目、税基、税率的选择都未从环境保护与可持续发展的角度考虑，与国际上已经建立起来的环保型税收体系覆盖面大、征收力度强、划分细致、易操作的发展趋势还有很大差距。 Y4 @/ r( s8 w0 |5 d+ v4 G9 x
“例如我国的资源税并不是真正意义上的环保税。”他说，因为它主要是针对使用诸如煤、石油、天然气、盐等自然资源所获得的收益而征收的，其目的不是促进国家资源的合理开发与有效使用，而是调节从事资源开发的企业因资源本身的优劣条件和地理位置差异而形成的级差收入，由于收入大部分归地方，实际上鼓励了地方进行资源开发。
6 R2 o, v* q& h- f5 l# h0 K5 p% @ 陈飞认为，近年来，我国彩票市场持续火热，为社会福利、体育事业提供了极大的资金支持，发行“环保彩票”可以解决长期以来以环境保护的资金瓶颈问题，又可达到全民参与、解决大量的就业问题的目的，在国际上也可以展示天朝对环境保护的创新方式和行动做出的努力。
5 _. U% p5 H. [0 q. p1 S6 c “如果当前没有更好的方式解决环保的资金瓶颈问题，不如先行试点尝试发行‘环保彩票’，如果效果明显可向全国推广。”陈飞建议，环保彩票可借鉴现有福利、体育彩票的整个发行模式、渠道和架构，实行资源整合；如现阶段政策不允许发行新的专项彩票，可在福彩、体彩中增设“环保彩票”项目，等时机成熟后再分离操作；定期对环保彩票对环保事业的助力效果进行评估，并向社会公布，以确保钱能真正用在刀刃上。
" J) X% ~' v& y3 |2 y7 l; N4 D5 [ 据记者了解，此前有报道称，湖北省环保厅曾公开表示，有意向社会发行“环保彩票”，解决环保资金的不足。早在2001年，上海、陕西等地的环保部门也有发行“环保彩票”的建议。但由于彩票是一种特殊的商品，为保证其市场的规范，发行要求非常严格。民政部门对此事并不看好。
