2005年初，文首然出资12万元，通过互联网在香港租用了一台服务器，在成都市锦江区一出租房内开设了一个中文名叫“福宝网”的赌球网站，经营网上赌球牟利。- q7 S; B6 A5 p' x
. L6 U1 \" g9 o! c( Z6 Y0 F, J 2006年8月左右，文首然、王华松、陈旭等人到昆明经营网站，于2007年底返回成都后继续经营。0 N6 z% f2 f7 E
* {2 R2 l O. F5 l% X9 { 其间，文首然、王华松先后召集陈旭等其他8人加入网站工作，并按比例获取利益。

" [+ w; L6 g3 u- J6 g 文首然作为老板，负责人事管理和利润分配；王华松充当公司顾问；陈旭负责对网站赌球系统的开发和维护及相关程序的编程工作；其他人分别负责财务、赛事结算和更新等工作。

9 D, J! ]8 M" N- s2 J( y' o 福宝赌球网站通过在网上的博彩论坛等网站上打广告、发展“股东”等方式，招揽参赌人员到福宝网站下注参与赌球。

福宝网根据网站上赌球的“盘口”（赛事）和“水位”（赔率）等计算，赢取参赌人员的赌资。

李卫东作为“股东”、张虎作为“代理”，多次为福宝网站介绍参赌人员，接受投注，从福宝网站获取分成。& L' b% l5 o' v8 d# l
