上午公安部发布，浙江、广东等30省区市公安机关摧毁了一个跨省市的“7·31”特大制售Dubo机、合开DC的犯罪团伙，抓获涉案人员1500余人，收缴Dubo机2万余台、赌资1600余万元。! S* \+ v; O+ J( \- P2 Y& r' T

2012年4月，浙江省温岭市公安机关接群众举报称，某游戏厅利用内设Dubo机牟取暴利。接报后，公安部立即成立“7·31”专案组，经过前期摸排，广东、浙江等地公安机关对该线索进行了追查。

经过4个月的取证和侦查，警方将目标锁定在了一个以广州万隆电子技术开发有限公司为研发、生产源头，广州金一动漫科技有限公司为销售、合作中介，辐射全国30个省区市合作经营开设DC的特大Dubo犯罪网络。4 t; W1 j3 f3 U7 W
) \: B$ f3 |- r+ [4 [2 ^6 v9 C: M7 ^ 8月13日和16日，公安部指挥浙江、广东等30省区市的公安机关开展两轮打击行动，出动警力1900余名，摧毁了以广州万隆电子技术开发有限公司董事长马某为首的特大制售Dubo机的团伙。据悉，该团伙还向全国推销、入股合作开设DC。: B0 A% R2 ]# c* p" h6 Q
! U2 H3 Q2 F- B' z 打掉5个生产、销售、经营Dubo机的“黑工厂”及500多个赌厅，马某、麦某等主要犯罪嫌疑人悉数落网。

侦破 Dubo机芯片加密 监控下线赌厅经营

经查，自2008年以来，广州万隆电子技术开发有限公司、金一动漫科技有限公司打着发展动漫科技的幌子，以生产游戏机为名，研发、生产各类Dubo机，采取单机或整场合作等形式销售Dubo机并合作开DC。
_+ s1 P# F! T5 E7 l9 n$ N; J/ W! ?1 u8 H$ A% `
据悉，马某等人通过利益分成牟取暴利，年收入超亿元。据马某讲，在制售Dubo机时，他们会先对Dubo机的内置芯片进行加密和程序设置，使每台Dubo机的盈利情况通过打码器向万隆公司报账。

K5 t: q( V" Z# m3 _ 而且每隔一段时间，Dubo机就需要万隆的技术人员重新输入密码才能正常运作，从而达到控制下线赌厅经营和牟利分成等目的。/ Q- i) N6 T: P7 A# j7 R& l# i8 q

据公安部有关负责人介绍，今年以来，公安部部署各地持续开展以“打生产厂家、清赌机源头，打销售体系、清组织网络，打赌厅窝点、清幕后保护”为主要内容的“铲赌患·正风气”集中行动。
