据日本媒体消息，日本总务相片山善博在22日表示，如果东日本特大地震受灾县、政令市申请发行赈灾“复兴彩票”的话，将会“以最优先的方式推进”并考虑给予快速许可。+ A2 h0 K7 ]; ^
本次发行申请若通过将成为日本第三次发行复兴彩票，日本发售过的复兴彩票只有2004年的新泻县中越地震和1995年的阪神大地震两例。因本次东日本地震灾情严重，预计本次发行规模将超前两次，日本全国自治彩票事务协议会将于本月25日召开协议会，商讨具体方案。
. z3 u4 w4 d z7 Y 据了解，ZF自治体发售彩票要按全国自治彩票事务协议会制定的计划进行。发行“复兴彩票”需经总务相的许可，审批手续通常要三个月，彩票制作等事务也需要约二个月才能完成。因此就算受灾的自治体要发售复兴彩，也需要半年以上的准备时间。（据《公益时报》）& o9 E, d; W7 Q+ M
